Legislation Committee introduces three bills

The Legislation Committee in the Bougainville House of Representatives has taken ownership of three government bills which were referred to it by the House in last week’s special sitting.
The three bills include Bougainville Advance Holdings Trust Authorisation Bill 2019, Bougainville Advance Holdings Limited Authorisation Bill 2019 and Bougainville Mining (Amendment) Bill 2019.
ABG president Chief Dr John Momis called in the ‘special meeting’ to introduce the bills after meeting the ‘new player’ in the mining industry on Bougainville, Caballus Mining.
Australian Jeffery McGlinn who is the team leader is behind the company Caballus Mining and is proposing to set up a local firm to be known as Bougainville Advance Mining.
The chairman of the Legislation Committee and the Member for Kokoda Constituency, Rodney Osioco said his committee was given until Feb 12, 2019 to conduct public consultations and enquire on the bills and report to the House.Members of Legislation Committee include Mr Osioco as chairman, John Vianney Kepas (Member for Makis Constituency), Christopher Kena (Member for Lato Constituency), Thomas Keriri (Member for Rau Constituency) and Ezekiel Masatt (Member for Tonsu Constituency and Chairman of the Public Accounts Committee).Mr Osioco said the legislation committee shall exercise its functions and powers to ensure that the parliamentary procedure and practice are exercised independently which will also provide an opportunity to citizens and public and private organisations to have a say on the proposed laws being proposed by the executive government. Mr Osioco said the committee with endorse its own two weeks’ work plan once published. “This will include dates and venues where the committee will visit and make it available for people to submit their views on the proposed laws sponsored by the executive government,” Mr Osioco clarified.Since last week the awareness team of Bougainville Advance Mining met with stakeholders including women, churches, former combatants and the ABG Members of Parliament.
