Gas agreement template needed

There is a need for a gas agreement template to keep features standard, similar to templates for
licences and development agreement forum.
This was highlighted on Tuesday by Gulf Governor Chris Haiveta following the signing of the Papua
LNG gas agreement at Government House in Port Moresby.
He urged the Government to ensure this passes into a law in order to have a standard operating
procedure on oil and gas developments in the future.
“The Gas Agreement has features that are standard and this needs to be captured in a standard
format.
We have a template for licence, template for a forum for development agreement but what we
do not have is a template for a gas agreement,” Mr Haiveta said.
He said they would make sure they get a fair share for their landowners, provincial governments (both
Gulf and Central provinces) and the people.
“That is why I am saying the State needs to have a template … because we do not have a template,
we are wondering everywhere and negotiations are not really structured properly,” he said.
Mr Haiveta assured that he will push for for such templates to be in place especially with the
Department of Petroleum.
“We also have an MOA that we are working on to sign with the national government before we proceed
onto the development forum then there will be licences the minister for petroleum will issue. Some of
them like the petroleum licence for the PDL will require certain things,’’ he said.
‘‘They are still in the design phase like valves and others like for the downstream processes,” he said.
He said this was the beginning of the processes and they will make sure to get what they can.’’
