Unarmed prison guard watched inmates escape

A tower guard manning the front entrance of the Barawagi Jail in Chimbu had no rifle when 26 prisoners made a dash for freedom on December 6.
Several angry warders, who requested anonymity, said a fellow officer in charge of the armoury did not turn up for duty and the guard was posted without a rifle.
The concerned personnel have called on the correctional service management to probe the recent jailbreak to establish why the prison was undermanned and the guards were unarmed.
They told the Post-Courier that a thorough probe would shed light on the prison break.
Two warders alleged there was no officer manning the office as an acting jail commander, when 26 of those awaiting court appearances “lifted” the security fence and dashed to freedom at around midday.
They said only three guards were keeping an eye on the compound but the one manning the front tower was not armed with a rifle at the time.
They said an officer holding the key to the amoury “did not show up early that day to issue the weapon.”
Jail commander Michael Auriap countered saying he had “appointed someone to oversee the affairs of the institution when he left for the CS officers conference in Port Moresby.”
Mr Auriap said the remandees were probably plotting the jailbreak after they were not transported to Kundiawa court house for the call-over early that week.
He said private bus owners were reluctant to release their buses to the institution to take the detainees into Kundiawa because they were not paid for previous engagements.
Two of the escapees were recaptured while the rest are still at large.
“Of the 24 escapees 12 are from Jiwaka while the other half is from Chimbu,” he said.
“We have transferred their files to police to look for them.
“I am appealing to the public to report to the nearest police station if they sigh any of the fugitives.
“I also want them to surrender to police so that they will be tried by the courts for felonies under the laws of this land.
Reports from Barawagi indicated that an investigation team from the correctional service headquarters in Bomana has arrived at the institution over the weekend to probe the jailbreak.
