Appeal for landowners to unite

MINERAL Resources Authority managing director Jerry Garry has appealed to the landowners to come to an understanding that the MOU is an understanding statement,
He said that a memorandum of understanding is a statement that all parties who are involved in that project will deliver that project of obligation within a certain period and as such the state has taken this position to give confidence to the developer to say that “yes, the state will work towards delivering the environmental permit, the special mining lease and other concerns provided under the law in time” and in general timeframe agreed.
He said he made it his business to look at the MOU and had identified that all the understanding would be ultimately subjected to PNG laws, including the environmental law, the Mining Act, the Mining Safety Act, treasury and finance laws and all the laws that govern the project.
“So that the process is ongoing, because any agreement that will be signed legitimately will come out from the development forum.
“That process has been initiated by the minister.
“They had gone through two or three meetings with the landowners, the provincial government and the developer and that process is still ongoing and they must never think that the MOU is the final document, this is just an understanding to guide all parties to meet their obligations within the timeframe,” Mr Garry said.
He said that a memorandum of was normal because developers did not have much money by way of start-up capital.
